I've wanted to try a group rp but never understood how the rotation to post is like the order. What if that person is busy and the rp stops?

You're not wrong, as it's definitely more chaotic. But chaos isn't necessarily a bad thing, In the end it really comes down to how flexible people are, and improvisation skills. Will admit, it's a nightmare for people who like to have a rough idea of the plot mapped out. But for people who like to set the basics and then see where the plot takes them, it can be a lot of fun.
